MISSION:Creating the Enabling Environment in which Educational Research and Development Activities will thrive and in the process not only Encourage Collaboration with International Development Partners but also Foster Public-Private Partnerships in our Bid to Render Educational Research and Development Efforts Sustainable and Needs Driven.CORE OBJECTIVE:To become a Regional Centre of Excellence in Educational Research and Development in Africa by 2010 and expand to an International Status by 2015. FUNCTIONS• Encourage, promote and coordinate educational research programmes carried out in Nigeria.• Encourage research into educational problems and for that purpose, undertake, commission, incorporate and finance such research projects as the Council deems fit.• Promote the development of curricula at all levels of the education system.• Produce syllabi and instructional materials.• Organize teacher education/orientation programmes for new techniques and innovations in curriculum.• Advise and implement all policies relating to languages.• Coordinate language development projects throughout Nigeria and prepare an overall design for language research needs, both internally and through grants and subsidies to institutions, qualified agencies and organizations.• Undertake and promote book development and local authorship, ensuring the provision of adequate infrastructural facilities for book manufacture.• Formulate and implement a national policy on book development.• Develop and encourage the development of core books in Nigerian languages in cooperation with any other institutions or organizations concerned with book development.• Encourage and promote reading culture through a continuous research into the needs of Nigerian readers.• Establish and maintain a research library to which new educational books and other related publications may be deposited.• Maintain relationships with corresponding educational research and development bodies in Nigeria and other countries.• Sponsor National and International Education Conferences as it may be relevant to the functions of the Council.HUMAN RESOURCE:The Council operates a team of over 500 personnel. Among them are academic staff who are essentially teacher educators and researchers; graduating from outstanding indigenous and foreign universities.SCOPE OF SERVICE AND ACHIEVEMENTSNERDC is an implementing agency for policies of the Federal Ministry of Education concerning the Universal Basic Education (UBE) and other educational programmes nationwide. The core mandate of the Council is to conduct, promote and coordinate educational research, curriculum, Book and language development programmes at all levels of education in Nigeria. The high quality research and developmental activities of NERDC has for over 2 decades provided the nation with the building blocks for strategic educational planning and development, education quality assurance, policy formulation and implementation.Curriculum Development & Implementation (Basic and Secondary Education) • Development, printing and dissemination of the 9-year Basic Education Curriculum (BEC) to schools nationwide. • Review of 40 main stream Senior Secondary School (SSS) subjects based on the new Senior Secondary Education (SSE) curriculum structure. • Developed curriculum for 34 SSS Trades/Entrepreneurship subjects. • The development of curriculum implementation materials such as Teachers Handbook for the 9-Year Basic Education Curriculum (BEC); Teachers Handbook for the new Senior Secondary School (SSS) curricula; etc. Book Development, Quality Assurance & Readership• Reviewed over 2000 titles of school books and related instructional materials • Developed the National Book Policy • Organised Zonal Book Fairs on regular basis. • Assessment of Reading Culture of Learners at Basic Education Level. • Mentoring school teachers for the promotion of readership in children • Developed core textbooks for 9-Year Basic Education and Senior Secondary Education Curriculum. Language Development and Extension Services• Developed Bilingual Dictionaries in Hausa, Igbo and Yoruba for Basic Education. • Development of Orthographies in non-major national languages (e.g. Tangale, Gomai, Ejegham, Edo, etc.) • Development of curriculum for Basic Education in non-major national languages (Kanuri, Tiv, Ebira, Efik , Izon languages, etc.). • Language Survey and the production of a Language Map of Nigeria. Educational Research For Public Policy• Continuous Assessment Skill Needs of School Teachers. • Predictive Validity Study of Public Examinations a Predictors of Students Academic Achievements. • The Impact of the Reform on the Education Sector. • Research into Opportunities for Inclusive Education in Nigeria. • Survey of Readership, Reading Materials and Facilities and Clubs in Primary and Junior Secondary Schools. • Comparative Study of the Basic Education in Nigeria with Anglophone and Francophone education system. • Assessment of Reading Culture of Learners at the Basic Education Level. • Survey of the Use of Mother Tongue for Teaching in Nigerian schools. • Survey of students who gained entry into the Nigerian Universities with Certificates obtained in one or two sittings at WASSC and NECO/SSC, NTC/NBC examinations. • Nationwide Assessment and Monitoring of the new 9 –Year Basic Education Curriculum. Library and Information Management• ICT Capacity building for Personnel of Educational Resource Centers (ERC). • Developed CD/SS software for School librarians. • Compilation and Production of Nigerian Educational Research Abstracts. • Needs Assessment of Teacher Librarians in Primary and Junior Secondary schools. Special Needs Education Programme• Adaptation of 9 – Year Basic Education Curriculum (BEC) for the visually impaired. • Production of Teachers Handbook (BEC) for Special Needs. • Developed 3000 Instructional Sign Language for education of the hearing impaired. • Adaptation of SSS curricula for Special Needs Education. • Development of Teachers Handbook for Adapted BEC. • Training of Special Needs Teachers on the use of the Teachers Handbook. Other Mandated Programmes/Projects• Publication of the National Policy on Education (NPE). • Preparation of a Teachers Handbook on the Development of Instructional Materials from Local Resources. • Input into the Review of Pre- service Teacher Education Programmes in Tertiary Education Institutions. • Training of Master Trainers on the use of the 9-year BEC nation-wide. • Media Advocacy on BEC and the Senior Secondary Education Curriculum Structure. • Capacity building for senior staff in Strategic Leadership for Change in Educational Development. • Training of critical operators and implementers of education policies and programmes in Strategic Planning Skills for Educational Development (SPED). • Training of ERC personnel in research skills. • Publication of the Journal of Research and Educational Developments(JORED). • Compilation and publication of Nigerian Educational Research and Development Abstracts. • Coordination and hosting of NERDC Annual National Education Conference. • Convocation of the Network of Educational Services Centres In Nigeria (NESCN).
